Indian democracy used to function similar to the Westminster System.
Indian democracy is now transforming into American model of democracy.
In 2014, India has got free, independent, effective Executive.
In the same way, the Legislative branch is now emerging as free, independent and effective.
The separation of powers, often imprecisely used interchangeably with the trias politica principle, is a model for the governance of a state (or who controls the state).
The model was first developing in ancient Greece and Rome. Under this model,
the state is divided into branches,
each with separate and
independent powers and
areas of responsibility
so that the powers of one branch are not in conflict with
the powers associated with the other branches.
The typical division of branches is into a Legislature, an Executive, and a Judiciary.
It can be contrasted with
the fusion of powers in a parliamentary system where
the executive and legislature
(and sometimes parts of the judiciary) are unified.
From fusion of powers to separation of powers.
The Executive branch has become effective.
Now, the Legislative branch also become effective.
India is now moving away from all those number games associated with
number of MPs;
minority government and
majority government.
The Executive could function effectively without any chaos and confusion.
The Legislative could function effectively without any chaos and confusion.
The beauty is, it happens naturally.
No one has taken any special effort to build such a wonderful effective functioning democracy.
These MPs - all are equal.
They are not ministers.
It is a huge relief for their leaders, both Jayalalitha and Mamata.
People elected their representatives and send them to the legislature.
Now, people understand the fact about legislature.
These elected representatives also understand their responsibility.
Even in America, some how an impression has been created as a hierarchical structure.
They believe and function as:
- President of United States.
- House of Representatives
- Judiciary
The President is at the top. House of Representatives are reporting to the President. Judiciary is at the bottom.
The fact, all three branches are equal.
Collectively, House of Representatives balance the power of the President.
Same goes true for the Judiciary.
One President = All House of Representatives = Nine Judges
In Indian style,
Brahma = Vishnu = Siva
Brahma is the creator. People representatives create law in the parliament.
Vishnu is the protector. The Prime Minister functions within the framework of law created at the legislature and protects the people.
Siva is the judiciary branch. That has already started functioning effectively.
The fact is each MP represents people of his constituency.
But each MP decision would have an impact on all 814 millions people of India.
The MP elected from Madras Central may have to participate in the discussion about providing special status to Bihar and so one. It's all 543 MPs collectively make a decision whether to go on war against our neighbors or even to send a rocket to moon.
It is both Jayalalitha and Mamata responsibility to make these MP understand that they represent all 814 millions of people of India. So, they act with greater responsibility.
In fact, you are PRIP.
People Representative of Indian Parliament.
You are free and independent.
You have no manager.
You don't belong to any hierarchy.
Perhaps, cabinet ministers need to report to the Prime Minister.
But, you don't need to report to Prime Minister or anybody.
In fact, you may question the Prime Minister; and the Prime Minister may report to you.
If at all, you need to have a master;
People are your Master; nobody else.
The power is very well balanced.
The power is clearly separated.
Beauty is, democracy in India grows naturally without any force, just like those plants.
All we need to do is, our duty with responsibility.
Citizens cast their vote; even to NOTA.
Election Commission did their duty with high moral value.
Now, the Executive will function with total authority and greater responsibility.
The Parliamentarians also will function with total authority and greater responsibility.
The world will now observe the effective execution of the Prime Minister.
The world will also observe the effective legislation of our Parliamentarians.
It is whole, organic growth of Indian Democracy.
