Sardar Vallabhai Patel: The IAS, Indian Administrative Service receives a constitutional guarantee and is capable of exercising its executive power without fear of persecution.
Sardar Vallabhai Patel, a strong proponent of this steel frame, considered this an essential element in unifying the nation.
Before independence, the British sent their civil service officers to India to run the country. The British Civil Service officers had been well trained in running a nation like India. They occupy the positions from Governor General to the District Collector.
One of the challenges they had; learning multiple Indian languages; hindi, bengali, tamil and so on.
One British Parliamentarian made this suggestion; it is very difficult to learn so many different langauages; so, instead of we learning, let them learn our English.
So, the British Parliament pass the bill; Indian Education Act. The British encouraged the christian missionary to start education institutions from elementary school to colleges.
With the basic english language skill, our fathers got government jobs; even peon spoke fairly good english.
The point is; it is nothing new. This nation used to be run with the help of Civil Services Officers.
In fact, Peter Drucker captured many best practices of the British Indian Civil Services in his management book.
Now, we have our citizens in Indian Civil Services.
Those young generations have studied hard and have to undergo extensive training to serve the nation.
Our Civil Services Officers get a job in the government; they understand their responsibility; also they do have authority to do their job.
But still they couldn't perform good. Because, they have to report to our Ministers.
Our politicians are our ministers.
How could a well educated; well trained; civil services officers could work under or work with these politicians.
So, let us have no ministers.
Zero Ministers. Govern by Civil Service Officers.
Let our politicians serve in the parliament.
They are good parliamentarians. Let them do that job well.
Zero Ministers means huge savings in tax money.
The good thing will be, all states would follow this immediately.
For instance, Jayalalitha would get rid of all the ministers.
Jayalalitha would move into Raj Bhavan as the Governor of Tamilnadu.
We don't need to build them from the scratch.
The executive branch is full of capable civil services officers.
You ask any state ministers; recently what did you achieve?
They may say, my achievement is 37 out of 39.
So, ministers are not working for the people.
They are working for the party.
So, zero ministers means, leaders would connect directly with the people.
Also good character citizens would enter into the State Assembly and Parliament.
Right now, V.K. Singh got the MP to become the defense minister.
When you say, zero minister, then V.K. Singh would stay away from MP election.
It is a good transformation for India.
